# Black Lungs Matter: While DOGE Cuts Health Monitoring, Trump Unveils Coal Cartoon Mascot

**Meet Coalie. He's getting a plushie. Miners are getting progressive massive fibrosis.**

"I Got the Black Lung, Pop"

In *Zoolander* (2001), Derek Zoolander spends one day in a coal mine and emerges coughing dramatically: "I got the black lung, Pop." It's funny because it's absurd - black lung takes years of exposure.

Except it's not absurd anymore.

In 2025, miners in their **early 30s** are being diagnosed with progressive massive fibrosis - the terminal stage of black lung disease - after only 10 years underground. What used to be an old man's disease is now killing workers before they hit 40.

And the federal government's response? A cartoon mascot named **Coalie**.

Meet Coalie

On January 21, 2026, the Office of Surface Mining Reclamation and Enforcement (OSMRE) officially debuted its new mascot: an anthropomorphic lump of coal with googly eyes, Mickey Mouse gloves, and a hard hat.

Interior Secretary Doug Burgum posted a cartoon of himself alongside Coalie with the caption: **"Mine, Baby, Mine!"**

According to OSMRE, Coalie is "wise, curious, and collaborative." He uses he/him pronouns. In-house animators are working on:

- **Animations** of Coalie dancing and riding trucks

- A **signature song**

- Weather-appropriate outfits (coats in snow, waterproof boots near streams)

- A **Coalie plushie**

The mascot, officials say, helps explain "complex reclamation projects."

Meanwhile, in Appalachia

While Coalie gets his own merch line, here's what's happening to actual coal miners:

| Statistic | Number |

|-----------|--------|

| Miners with black lung (Central Appalachia, 2025) | **62%** |

| National average | 41% |

| Miners who died from black lung (1970-2016) | **75,000+** |

| Age of youngest diagnosed with terminal PMF | **31** |

The culprit? **Silica dust** - 20 times more toxic than coal dust. As easy-to-reach coal seams are exhausted, miners are cutting through quartz-filled sandstone to access thinner seams. The result: an epidemic of accelerated black lung that's killing workers decades earlier than previous generations.

**Mark F. Powell**, a fourth-generation miner diagnosed at 45, described it to CBS:

> "If you've ever about drowned... they know what I'm talking about because I go through that every morning."

The DOGE Cuts Nobody's Talking About

Here's where it gets criminal.

The National Institute for Occupational Safety and Health (NIOSH) runs the Coal Workers' Health Surveillance Program - the primary federal program that screens miners for black lung and tracks the epidemic.

**What DOGE did:**

- **500 NIOSH employees** placed on administrative leave (April-May 2025)

- Proposed FY2026 budget: **$73 million** (down from ~$350M - an **80% cut**)

- Health Secretary RFK Jr. admitted "we made a couple of mistakes"

**What the silica rule would do:**

- Cut allowable silica exposure from 100 to **50 micrograms** per cubic meter

- Match standards already in place for other industries

**What actually happened:**

- Rule stalled by industry litigation

- **Not enforced since January 2025**

- Wayne Palmer - an industry executive who **opposed the rule** - now leads the Mine Safety and Health Administration

Follow the Money

The budget tells you everything:

| Line Item | Amount |

|-----------|--------|

| New coal-fired power plants | **$625 million** |

| NIOSH (miner health monitoring) | **$73 million** (proposed) |

| Coalie plushie development | *Priceless* |

For the cost of one coal plant expansion, you could fund NIOSH for **eight years**.

What the Miners Say

**Randy Lawrence**, retired coal truck driver:

> "They're doing everything they can to hurt the working man. They ain't worried about miners or people in West Virginia."

**John Robinson**, former miner, age 59:

> "I feel like in our part of the country... we're kinda forgotten about. I don't think it's right."

**Cecil Roberts**, outgoing United Mine Workers president:

> "Let's stop the killing in Appalachia! This country owes coal miners so much."

The Zoolander Reality

Derek Zoolander's joke was that he was too stupid to understand how black lung works. One day in a mine doesn't give you black lung.

But here's the 2026 reality:

- **10 years** can give you terminal lung disease

- The government is **cutting the program** that tracks it

- The safety rule that could prevent it is **not being enforced**

- The guy running mine safety **opposed mine safety rules**

- And the official federal response is a **cartoon coal mascot** that might get a plushie

Derek Zoolander was making fun of ignorance. Coalie is ignorance as policy.

The Bottom Line

Coalie isn't just tone-deaf. He's a **mascot for negligent homicide**.

When you cut health monitoring by 80%, refuse to enforce safety rules, and put industry executives in charge of worker safety - while simultaneously rolling out a cartoon character to make coal seem friendly - you're not governing.

You're marketing death.

**Black lungs matter.** Even if Coalie doesn't think so.
