# On a Scale from Clinton to Nixon: Military Intelligence Frameworks and the Epstein Files

There's a reason the intelligence community doesn't use words like "guilty" or "innocent." Those are legal terms. Intelligence uses words like **vulnerable**, **accessible**, **critical**, and **recoverable**. Different vocabulary. Different purpose.

Legal frameworks ask: *can we prove it in court?*

Intelligence frameworks ask: *how exposed is this person, and what happens when the exposure becomes operational?*

We applied six of them to the Epstein network. Here's what they reveal — and where each name falls on a scale from Clinton to Nixon.

The Scale

**Clinton** (1): Acknowledged proximity. Denied everything material. Walked away. Still gives speeches. The system absorbed the damage.

**Nixon** (10): Caught on tape. Institutional cover blown. Resigned. Pardoned. Name became a synonym for the thing itself.

Most people in the Epstein files fall somewhere between these two poles. The frameworks below measure exactly where.

Framework 1: CARVER Target Analysis Matrix

**Origin**: US Army Special Operations Command. Used to prioritize targets for direct action.

**What it measures**: Six dimensions — Criticality (how central to the network), Accessibility (how much evidence exists), Recuperability (can they recover from exposure), Vulnerability (contradictions, lies under oath), Effect (what happens if they're exposed), and Recognizability (does the public know who they are).

**Scale**: 1-5 per dimension. Total out of 30.

Framework 2: Analysis of Competing Hypotheses (ACH)

**Origin**: Richards Heuer, CIA Directorate of Intelligence, 1999. The gold standard for avoiding confirmation bias.

**What it does**: For each person, you list every possible hypothesis about their relationship to Epstein. Then you score each hypothesis against the evidence — not looking for what confirms your theory, but what **disconfirms** the alternatives.

Applied: Donald Trump

**ACH verdict**: H1 (social acquaintance) is **eliminated** by the evidence volume. H3 (mutual exploitation) and H4 (knowing participation) cannot be eliminated. This is what intelligence analysts call a **"two-hypothesis problem"** — the remaining explanations are both bad.

**Clinton-Nixon**: This is what separates a 1 from an 8. Clinton's ACH still has a viable "social acquaintance" hypothesis (barely). Trump's doesn't.

Applied: Bill Gates

**ACH verdict**: H1 and H2 are eliminated. When a man worth $100 billion meets repeatedly with a convicted sex offender, "philanthropy" and "tax advice" are not credible hypotheses. H4 can't be proven but also can't be eliminated.

Framework 3: PMESII-PT (Operational Environment Analysis)

**Origin**: Joint Publication 2-01.3, Joint Intelligence Preparation of the Operational Environment.

**What it does**: Maps a network as a system — not just who's connected to whom, but *how the system works*.

The Epstein Operational Environment

**P — Political**: NPA from Acosta. DOJ cover. "Belonged to intelligence." Prince Andrew's royal protection. Trump's presidential immunity. The political dimension isn't a feature of the network — it's the load-bearing wall.

**M — Military/Intelligence**: Robert Maxwell (Mossad). Ehud Barak (IDF/Mossad). Nicole Junkermann (Carbyne/Toka). Terje Rød-Larsen (UN/intelligence). Boris Nikolic (biotech/intelligence). The military dimension explains why a sex trafficking operation survived for 30 years. It had state-level protection because it served state-level purposes.

**E — Economic**: Wexner ($46M mansion, power of attorney). Leon Black ($158M in "advisory fees"). Jes Staley (JP Morgan banking). Deutsche Bank. The economic dimension isn't about Epstein's wealth — it's about how institutional finance enabled and profited from the operation.

**S — Social**: Peggy Siegal (Hollywood rehabilitation). John Brockman (academic recruitment). Edge Foundation dinners. Met Gala. The social dimension was the intake valve — how new targets were identified and brought into proximity.

**I — Infrastructure**: Little St. James Island. Zorro Ranch. East 71st Street mansion. Paris apartment. The physical infrastructure was the operational space — monitored, recorded, controlled.

**I — Information**: The tapes. The photographs. The flight logs. The black book. The information dimension IS the product. Everything else exists to produce compromising information.

**P — Physical Environment**: Islands. Private aircraft. Controlled spaces. No witnesses except participants.

**T — Time**: 1991 (Robert Maxwell dies) → 2008 (NPA) → 2019 (arrest) → 2019 (death) → 2024 (EFTA release) → 2025 (DOJ scrubbing) → 2026 (DugganUSA indexes everything). Thirty-five years from origin to exposure.

Clinton-Nixon Scoring via PMESII

The PMESII framework reveals something the CARVER matrix doesn't: **the system is the target, not the individuals**. Clinton scores a 1 on the individual scale because the Political dimension absorbed his exposure. Nixon scored a 10 because the Information dimension (the tapes) overwhelmed the Political dimension (the cover-up).

The question for Trump is which dimension wins: Political (DOJ scrubbing, presidential immunity) or Information (329,000+ indexed documents that can't be unindexed).

Framework 4: IPB (Intelligence Preparation of the Battlefield)

**Origin**: FM 2-01.3, US Army Intelligence.

**What it does**: Maps the terrain — not geographic terrain, but the evidence terrain. Where are the gaps? Where should investigators look next?

**Partially mapped terrain** (moderate confidence):

- Datasets 9 and 10 (161 and 924 FD-302 FBI interview reports respectively — many redacted)

- ICIJ offshore entities (1.7M records, cross-reference incomplete)

- Email metadata (who communicated with whom, when)

**Unmapped terrain** (intelligence gaps):

- Surveillance tapes (referenced in documents, never produced in court)

- Israeli intelligence files (Barak, Maxwell, Junkermann connections)

- Saudi/Gulf financial flows ($2B Kushner, MBS connections)

- The contents of the safe found during FBI raid (referenced, never disclosed)

- Datasets removed from justice.gov (DOJ scrubbing confirmed Feb 2026)

Where Journalists Should Look Next

The IPB framework says: **go where the terrain is unmapped but the indicators point**. That means:

1. **FD-302s in Dataset 9 and 10** — 1,085 FBI interview reports. Most are redacted. The redactions are the map.

2. **The Carbyne/Toka thread** — Barak + Junkermann + Israeli surveillance tech. This is the intelligence dimension that Acosta referenced.

3. **Deutsche Bank SARs** — Suspicious Activity Reports filed and ignored. The banking system knew.

4. **The 31,000+ orphaned PDFs** — Documents that don't fit neatly into any dataset. We indexed them. Nobody else has.

Framework 5: Diamond Model (Cyber Threat Intelligence)

**Origin**: Caltagirone, Pendergast, Betz, 2013. Created for cyber threat analysis but applies to any adversarial operation.

**What it maps**: Every incident has four vertices — Adversary, Capability, Infrastructure, and Victim. The connections between vertices reveal the operation.

Applied: The Epstein Operation

The Diamond Model reveals that "victims" in the Epstein case are two populations: the survivors of sexual abuse, and the targets of kompromat collection. Some people are in both categories. Some are only in the second.

**Clinton-Nixon through the Diamond Model**:

- Clinton sits at the **Adversary-Infrastructure** edge — he used the infrastructure (flights, island) but his role as adversary vs. target is ambiguous.

- Trump sits at the **Adversary-Capability** edge — the capability (recruitment, parties) overlapped with his own operations ("I grab them...").

- Gates sits at the **Infrastructure-Victim** edge — his wealth was infrastructure, and his post-conviction persistence suggests he may have been a kompromat target.

- Maxwell sits at the **center** — she touches all four vertices.

Framework 6: MDCOA/EDCOA (Course of Action Analysis)

**Origin**: Joint Publication 5-0, Joint Planning.

**What it does**: For each target, predict their **Most Likely Course of Action** (MLCOA) and **Most Dangerous Course of Action** (MDCOA) in response to exposure.

Active Target COA Analysis

**Donald Trump**

- MLCOA: Continue DOJ scrubbing. Claim executive privilege. Attack source credibility. Distract with Iran/immigration.

- MDCOA: Use DOGE access to identify and neutralize document preservation efforts. Classify evidence as national security matter.

- **Clinton-Nixon**: He's running the Nixon playbook (cover-up) with Clinton-level institutional protection. The danger is he has more power than Nixon did.

**Bill Gates**

- MLCOA: Silence through philanthropy. Let the Foundation's PR absorb the damage. Wait for news cycle to move.

- MDCOA: Use financial influence over media organizations to suppress coverage. Foundation funding as leverage over academic institutions that might investigate.

- **Clinton-Nixon**: Running the Clinton playbook (absorb and outlast) with more money.

**Ehud Barak**

- MLCOA: Deny. Invoke Israeli national security. Let Mossad handle reputation management.

- MDCOA: Intelligence community intervenes to classify evidence connecting Epstein to state operations.

- **Clinton-Nixon**: Below the scale. State actors don't operate on the Clinton-Nixon spectrum. They operate on the "it never happened" spectrum.

- The Epstein network was a **state-level intelligence operation** that produced kompromat on the most powerful people in the world

- The evidence terrain is **partially mapped** with massive unmapped zones that investigators should prioritize

- The active cover-up (DOJ scrubbing, classification) follows **predictable COA patterns** that can be countered with document preservation

- Three people score above 25/30 on the CARVER matrix, meaning they are **high-value targets for investigative exposure**

The Clinton end of the scale represents institutional absorption — the system's ability to make exposure non-fatal. The Nixon end represents institutional failure — when the evidence overwhelms the cover.
