The US Army Special Operations Command uses a framework called **CARVER** to prioritize targets for direct action. Six dimensions. Each scored 1-5. Total out of 30.

We applied it to the Epstein network. All 31 persons. Every score justified against the DOJ documents we've indexed.

What CARVER Measures

**C — Criticality**: How central is this person to the network? How many connections? How much does the system depend on them?

**A — Accessibility**: How much evidence exists? How reachable is it? Can researchers and journalists get to it?

**R — Recuperability**: Can this person recover from exposure? What defenses do they have? Money, lawyers, sovereign immunity, presidential power?

**V — Vulnerability**: Where are the contradictions? Lies under oath? Statements that conflict with documents? The gap between what they said and what the evidence shows?

**E — Effect**: What happens if this person is fully exposed? Does it change an election? Reshape a government? Collapse a foundation? Or does nothing happen because the system already absorbed it?

**R2 — Recognizability**: Does the public know who this person is? A target nobody recognizes has low investigative value no matter how guilty they are.
