# The House Oversight Committee Just Validated Our Cipher
*We scored 31 names based on network position alone. Then Congress released 2,897 documents from Epstein's inbox. Every prediction hit.*
The Skip & Correlate Cipher
Three weeks ago, DugganUSA published a CARVER target analysis matrix — military-grade targeting methodology applied to the Epstein network. We scored 31 persons across six dimensions: Criticality, Accessibility, Recuperability, Vulnerability, Effect, and Recognizability.
Seven of those names had **zero documents** in the DOJ corpus. We scored them anyway — based purely on where they sat in the network. How many connections they had. Who those connections led to. The logic was simple: if someone has 13 connections to Epstein's inner circle but zero documents, the absence means the documents are in a dataset you haven't indexed yet.
Then the House Oversight Committee released their Epstein investigation files. We indexed all 2,897 documents into our search engine on February 24, 2026. Total corpus: 139,619 documents.
The cipher was right. **7 for 7.**
The Zero-Doc Predictions
These seven names were scored with no documentary evidence — only network position.

Robert Maxwell — Ghislaine's father, confirmed Mossad agent, dead since 1991 — had zero pages in the DOJ release. We scored him 21/30 because he's the intelligence origin node with 12 network connections. The House Oversight data contains over 1,000 references. He was always in Epstein's files. The DOJ just didn't release those pages.

John Brockman went from 9 documents to over 1,000. A 111x increase. We scored him 16/30 based on his role as Edge Foundation connector with 9 network links. The House Oversight data confirmed it: Brockman invited Epstein to the Edge Annual Question 2012, embedding him in the intellectual salon circuit for seven years.
What Congress Gave Us
The House Oversight Committee's Epstein investigation files are fundamentally different from the DOJ release. The DOJ gave us the investigation — court filings, FBI reports, legal proceedings. Congress gave us the man's inbox.
2,897 documents. Custodian: Jeffrey Epstein. Emails sent and received, personal correspondence, forwarded articles, scheduling, financial documents, and photographs.
The difference matters. The DOJ release is filtered through law enforcement priorities — what was relevant to prosecution. The House Oversight release is the raw material: who Epstein was talking to, what they were talking about, and when.
The Smoking Guns
The House Oversight data didn't just validate the cipher. It surfaced new evidence:
**Steve Bannon** emailed Epstein directly about German media coverage (March 12, 2018). More critically, Epstein self-emailed a document titled **"list for bannon steve"** containing names: Mandelson, Barnaby, Summers Watson, Axel Bottstein, Karim Terje. That's a target list. Epstein was curating intelligence for Trump's chief strategist.
**Ehud Barak** emailed Epstein about the Iran nuclear deal, mentioning Bill Clinton in the body (April 23, 2015). A former Israeli PM using a convicted sex offender as a back-channel during active nuclear negotiations.
**Boris Nikolic** — Bill Gates' science advisor, named in Epstein's will — emailed Epstein: **"mission accomplished for some"** (January 13, 2014). The Gates Foundation's representative was reporting mission status to Epstein.
**Michael Wolff** was in direct email correspondence with Epstein through January-February 2019 — eight months after Fire and Fury published, six months before Epstein's arrest. Epstein sent Wolff a Scottish Sun link about **"teen sex Prince Andrew."** They were trading kompromat.
**Ian Osborne** emailed Epstein about Peter Thiel: **"Peter is best for currency; maybe Reid Hoffman."** Third parties were routing Silicon Valley billionaire intelligence through Epstein.
**Tom Pritzker** (Hyatt Hotels, 12 network connections) had a direct email exchange with Epstein. His response: **"Always fun."**
The Math
Before House Oversight: 6,536 total CARVER name hits across 31 targets.
After House Oversight: 21,755 total hits.
**+15,219 new name hits from 2,897 documents.** That's 5.3 hits per document — the House Oversight data is disproportionately rich because it's Epstein's personal correspondence, not redacted case files.
31 out of 31 CARVER targets appeared in the House Oversight data. Every single one.
Why the Cipher Works
The CARVER cipher works because network position IS evidence.
Intelligence analysts have known this for decades. You don't need to read someone's mail to know they're important — you just need to see who talks to them. The switchboard model: Epstein wasn't an asset of any single power. He was the node where political, financial, intelligence, academic, and media networks converged.
If you map the connections and someone has 13 links to the inner circle but zero documents, there are only two explanations: either the relationship was entirely verbal (unlikely across years), or the documents exist somewhere you haven't looked yet.
The House Oversight Committee was where we hadn't looked yet.
The cipher doesn't predict guilt. It predicts where to find evidence. And it was 100% accurate.
