# The Witness Nobody Called: George Houraney, the 28 Girls, and the Warning Trump Ignored

*We are not a court. We are a search engine. These are government documents, federal court records, and on-the-record statements. We present them with citations.*

Who Is George Houraney?

William George Houraney Jr. Born December 11, 1945, Altoona, Pennsylvania. Founder of American Dream Entertainment Corporation, Boca Raton, Florida, since 1966. Ran the American Dream Calendar Girls competition in Las Vegas casinos starting in 1978 — bikini models, hot rods, wall calendars. His girlfriend and business partner was Jill Harth.

He is one of the only people on public record who personally witnessed Donald Trump and Jeffrey Epstein together in a room full of young women — and warned Trump about Epstein's behavior.

He was never called to testify.

The Party: January 1993, Mar-a-Lago

English Leather had dropped their sponsorship. Houraney needed a new partner. Trump had three casinos in Atlantic City and was exploring the pageant business. The meeting in December 1992 went well. Trump saw commercial potential.

In January 1993, Houraney, Harth, and nine models were invited to Mar-a-Lago for a contract-signing celebration. Houraney arranged to fly in 28 contestants.

When he arrived, he asked who was coming.

> **"I said, 'Who's coming tonight? I have 28 girls coming.' It was him and Epstein."**

> **"I said, 'Donald, this is supposed to be a party with V.I.P.s. You're telling me it's you and Epstein?'"**

Trump's response, per Houraney's account to the New York Times (July 9, 2019):

> **"The other guys aren't coming, but I don't care because Jeff's coming."**

A party at Mar-a-Lago. Twenty-eight women flown in for entertainment. Two men: Trump and Epstein. Nobody else.

The Warning

Houraney says he told Trump directly:

> **"Look, Donald, I know Jeff really well, I can't have him going after younger girls."**

Trump's reported response: *"Look I'm putting my name on this. I wouldn't put my name on it and have a scandal."*

Houraney says Trump "didn't care" and that he himself "pretty much had to ban" Epstein from subsequent events.

Two things stand out. First: **Houraney knew Epstein independently.** "I know Jeff really well" is not a passing acquaintance describing someone he'd met once. This relationship is almost entirely unexplored in public reporting.

Second: **Trump was warned about Epstein's predatory behavior in 1992-93** — fifteen years before the 2008 plea deal, twenty-six years before the 2019 arrest. He was informed. He continued the relationship.

What Happened to Jill Harth

During that same January 1993 visit to Mar-a-Lago, Jill Harth alleges Trump offered her a tour of the property. He pulled her into the empty bedroom of his daughter Ivanka. From the 1997 federal lawsuit filing in the Southern District of New York:

Trump "forcibly kissed, fondled, and restrained" her.

Harth's account, given in multiple interviews over two decades:

> *"I was admiring the decoration, and next thing I know he's pushing me against a wall and has his hands all over me. He was trying to kiss me. I was freaking out."*

This was not an isolated incident. The lawsuit documented a pattern:

- **December 1992, Manhattan dinner**: Trump groped Harth under the table while Houraney sat nearby

- **January 1993, Mar-a-Lago**: The bedroom assault

- **1993 onward**: Repeated phone calls demanding she "sleep with him"

- **Through 1997**: Ongoing groping and aggressive sexual propositions

The lawsuit was filed April 25, 1997. It sought $125 million. It was withdrawn — voluntarily, without prejudice — as a condition of settling Houraney's separate breach of contract suit against Trump.

Harth's allegations predated the Access Hollywood tape by nineteen years. They mirror it exactly.

In 2017, Harth issued a statement to The Hill: *"A couple years of therapy helped me deal with Trump's sexual attacks and the mind games he had played on me for more than a year and move on with my life."*

The Business That Fell Apart

The partnership lasted one event. November 1993: the American Dream pageant at Trump Castle, Atlantic City. Then it collapsed.

Houraney alleged Trump:

- Cheated them out of a $250,000 fee

- Deprived them of up to $5 million in future business

- Lied under oath in federal court

- Directed that Black female contestants be excluded from the Mar-a-Lago event

In 1995, American Dream Enterprise filed a breach of contract lawsuit. Trump disputed the claims but eventually settled for an undisclosed amount in 1997.

The affidavits of both Houraney and Harth were ordered sealed by the court in September 1996.

The Book Nobody Read

In November 2017, Houraney published *37 Lies and Counting of President Donald J. Trump: We the Trumps* — 324 pages of firsthand account covering the business relationship, the sexual allegations against his wife, broken promises to international delegates, and what he characterizes as lying under oath.

It is available on Amazon. It has been cited in zero Epstein investigations.

The Document in the DOJ Files

**EFTA00030188** — July 10, 2019

The day after the New York Times published Houraney's account, someone at the US Attorney's Office for the Southern District of New York forwarded the Vanity Fair amplification — "Just 'Him and Epstein' and '28 Girls': Florida Man Drops a Dime on Trump" — internally via email.

Federal prosecutors circulated this story the day after publication. They considered it relevant to the active Epstein investigation.

What Didn't Happen

George Houraney was **not called as a witness** in any Epstein criminal proceeding.

George Houraney was **not called as a witness** in the Ghislaine Maxwell trial.

George Houraney was **not deposed by the FBI** in any publicly known proceeding related to the Epstein investigation.

A man who personally witnessed Trump and Epstein alone with 28 young women. Who warned Trump about Epstein's behavior toward "younger girls." Who had his account circulated internally by federal prosecutors. Who wrote a 324-page book about it.

Never called.

What This Means

We don't render verdicts. We present documents.

George Houraney's account has never been publicly contradicted on its core facts: the party happened, Trump and Epstein were the only male guests, and Houraney warned Trump about Epstein's behavior toward young women.

The DOJ had his account. Prosecutors circulated it. Nobody followed up — or if they did, those records are in the 50% of files still unreleased, or in the materials the DOJ scrubbed from their website after the Transparency Act required their release.

Trump scored **20/30** on our CARVER matrix. That score measures documentary exposure, not guilt. The documents exist. The witness exists. The silence exists.
